What to do

  1. Preheat the oven to 180°C.
  2. Put the beef into a casserole dish and cover with water. Simmer for 30 minutes. Then add onion and garlic. Cover and put in oven and cook for 1½ hours.
  3. Add flour to Mexican chile powder. Mix with a little water to make a paste, then stir into the chilli to thicken. Cook for 30 minutes.
