How We Are Reducing Our Family Environmental Impact – Insulating the Loft

One of the major users of energy in a house is for heating the building.  Space and water heating in homes gives off about 20% of the UK’s carbon dioxide emissions, which is about 5 tonnes CO2 per home every year.

However, one of the key issues for old houses, and in our case very old house, is that they have not been built with the benefit of modern technology that has invested much time, effort and legislation to make housing more heat efficient and so retain much of the heat within the building rather than to radiate it out into North Yorkshire – it’s a godforsaken task to heat up Northern England.

So as a start, you need to keep as much heat in as possible.

So my theory has been simple work down from the roof to the ground floor slowly but surely insulating the house.  We will work from the top downwards, as hot air rises so you want to capture it as it tries to escape upwards first rather than worrying about the ground levels at the outset.

The first thing, we felt, was to get insulation laid in the roof between the joists.  This had been done using old fashioned roof insulation over 10 years ago, insulating to 100mm in depth.  But we decided to insulate again with a cross layer of 200mm recycled glass mineral wool blankets.  For the first attempt at this, we bought recycled mineral wool – each pack of this Knauf Insulation Space Blanket contains 2.4 wine bottles (it was a 200mm thick roll of 1.48m2) and has a R value of 4.50m2K/W.   Government advice is to get insulation to about 300mm.

I liked this because it comes in a roll and encased in fire retardant polyethylene film, so does not need all that cutting and special equipment that normal loft insulation needs, and even more important it’s currently subsidised by e.on under some Government scheme to mitigate climate change so it was half price at Homebase, costing just £5.74 per roll. 

It has got a metallic coating which Knauf Insulation claims reflects heat and so keeps more heat in – I think this sounds a bit spurious! 

That means that the 35 rolls that I bought cost £143.50; this should mean that we recoup the energy savings within 2 – 3 years (assuming that we will save 10% of our fuel bills and that we had covered the whole roof void with the same insulation, i.e. multiply cost by 3/2; 25% of heat loss in total is through the loft and we already had 100mm in place, so I reckon 10% would be a good estimate for additional savings). 

It was pretty easy to lay it and took me about 5 hours over the other weekend to buy the kit and lay it over two-thirds of the roof void. 

Typically, however, when I got into the roof, I discovered that the heating engineers (or plumbers as I would have known them) never completed the lagging of the pipes nor the insulation of the water tanks, which was okay as they never relaid the insulation so the heat from the house kept the area around the tank warm – so muggins here had to finish that off as well.

Now feeling a bit good about myself, I bought something last week that’s a bit less simple to lay but definitely a greener alternative. 

There are two main alternatives: one from newspapers (Warmcel) and the other from British sheep’s wool and recycled polyester (Thermafleece).  These both have the same levels of insulation capability as mineral wool, but I chose Warmcel and bought 15 bags of this from £165.27, costing £11.02 per bag inclusive of transport to us.  The Thermafleece is roughly double Warmcel again for the same price per m2 for the same depth, i.e. four times as expensive roughly as the recycled mineral wool insulation and so tripling the payback period.

So going back to my payback calculations – Warmcel has a payback of 4 – 6 years, which I am happy about, but Thermafleece has a payback of 8 – 12 years, which is too long for me.  Basically, I think for the cost-reward, it’s probably best to go with either the Space Blanket or (to give you a greener feeling about life) go with the Warmcel.  I cannot see the point with going for Thermafleece unless you feel romantically attached to lining your house in a woolly jumper. 

But you do need to put the insulation down yourself as it’s pretty simple, and if you get a builder to do the work, you will blow any meaningful chance at getting a payback.

I thought we could share how we have tried to reduce our carbon footprint and what we are still looking at doing.

To start with, I need to give some background about us. 

We live in an old three bedroom cottage in a rural location.  The house is built of brick and the core of the house was built between 300 and 400 years ago, so (to repeat what was unhelpfully said in the survey when we bought the house) the house does not meet modern building standards, which (of course) was one of its key attractions to us.  It is also grade 2 listed which creates additional problems.  We are a family of four – two adults and two children who are not yet teenagers.  Both Sophie and I work together in our own small business 9 miles away.  Also, I absolutely hate doing DIY so we were never going to cleverly improve our house all by ourselves.

As a household, we now have total estimated greenhouse gas emissions as 9.2 tonnes CO2e per year, compared to the UK average of a total of 12.4 tonnes CO2e per year,  based on a carbon calculator provided by The Open University and stats that they use – different methods give different answers. 

The first thing we did was tackle all the easy things that we were terrible at.  Here are some of our howlers and some of those things that we have improved on very quickly:

  1. Changed the timing on the central heating from all day to 2 hours in the morning and the evening;
  2. Reduced temperature on thermostat by 3oC from 18oC to 15oC;
  3. Putting curtains up in every room and started closing the curtains at night or (in this cold winter) upstairs during the daytime;
  4. Changed all our light bulbs from old fashioned incandescent bulbs to low energy lamps;
  5. Switched off electrical appliances at the plug when not in use, especially computers, TVs and radios, i.e. no standby and computers and TVs are not on when no-one is around;
  6. Reduced, reused and recycled more of the packaging we get and unwanted  stuff like clothes, toys and books – friends and our local Oxfam have been very happy about this;
  7. Halved the number of fridges and freezers we had – we used to have two of each and have reduced that down to one of each.  Both were given to friends of friends rather than being chucked;
  8. Put low energy plugs onto the fridges and freezers reducing the general levels of electricity being used by the remaining appliances – not sure that these really work but they sounded neat;
  9. Share car journeys whenever possible, which as we work together means five days out of seven can be done in the same car – this reduced our car movements by ten every week.

And that’s about all we did.  We do not have a tumble drier and only iron rarely (a karate gi and my shirts but only so very rarely); we do not use mobile phones (I don’t actually have one, but Sophie does have one for emergencies) or similar things like Blackberries.  We already cooked most of our food from scratch, buying organic & Fairtrade, as well as local where possible.

New Information About Global Warming

I’ve been reading New Scientist this week (6/2/2010) and there were 2 interesting articles on climate change this week:

  1. Water vapour fingered in climate change:  this reported that a rise in water vapour in the atmosphere fuelled 30% of global warming in the 1990s, while a 10% fall in 2001 has slowed down global warming in last decade by 25%;
  2. Imports mean UK emissions are up not down: this is a report commisioned by defra that they are now sitting on that shows that while national carbon dioxide emissions are down by 148 megatonnes between 1992 and 2004, this was outweighed by a 217 megatonne rise in embedded carbon dioxide emissions from imported products over the same period. 

A fuller report is found at Environmental Science and Technology but in essence all this says is that the fall in greenhouse gas emissions in the UK is mainly due to the fact that we have exported our greenhouse gasses to India and China, together with all our manufacturing capability and much of our social and health and safety issues.

What do you reckon – is the UK Government seeking to hide an embarassment that actually undermines its supposed adherence to the Kyoto process?

Carbon Offsets and Steenberg Carbon Footprints

Every year on slightly ad hoc basis, I sit down and try and calculate our carbon footprint and then offset for the greenhouse gasses that make up our carbon footprint.  It’s a guesstimate because it does not include all aspects of the Steenbergs business, but we cover a much wider proportion of Steenbergs’ impact on the planet than most other people get round to doing.

Firstly, let me explain the things that we include and those that we exclude:

Carbon costs that are included: transport of raw materials and packaging from most recent supplier to Ripon; transport of Steenbergs goods from our Ripon factory to customers; transport of Steenbergs staff on business; and carbon cost of paper used in marketing and office functions

Carbon costs that are excluded: energy (as it is 100% from renewable sources via Good Energy, but see my note i below); staff travel to and from work; embedded carbon within Steenbergs raw materials and packaging (this is something we are still trying to collect all the data on)

We have used the Climatecare model for carbon costs and the total annual cost for 1 January – 31 December 2009 was 3.75 tonnes CO2 which is actually below (and I mean way below) the minimum that Climatecare will offset, which is an annual minimum of 10 tonnes.  So we pay the minimum of £75 + VAT to offset this rather than the actual cost of roughly half that.  Basically we are a carbon minnow, treading pretty lightly on the planet, but I do accept that this excludes the embedded carbon in our packaging materials, which may be horrible!

What is interesting and very shocking (at least to me) is the breakdown of our carbon costs, which shows that the cost of our paper is astronomic comprising half of our carbon costs.  We use even in our small business about 500-600kg of paper a year on stuff – I am going to get this figure down but it will be painful as everyone seems very attached to their own particular piece of paper for processing and/or recording our operations.

Our carbon costs from transport are actually quite low because we do not have our own transport and through using consolidated carriers from the Royal Mail to Palletline we optimise space utilisation on transport vehicles rather than inefficiently running our own vans at below full capacity.  In addition, we do next to no mileage for business purposes – we hardly do any direct face-to-face selling or account handling which perhaps we should do but is just not part of Sophie or my inner psyche.

As part of my Open University course, I also had to do my personal carbon footprint last year using their Quick EYE-OU greenhouse gas emissions programme.  This came up with a personal score of 9.2 tonnes CO2e per year which is actually 3.2 tonnes (-25.8%) below the UK average.   This comprised direct CO2e from home energy, personal food and travel of 6.0 tonnes CO2e and embedded carbon of 3.2 tonnes CO2e from indirect goods and services (such as goods and services purchased and my share of governmental CO2e).

To put it into perspective, the US average is 19.9 tonnes CO2 per person, but the Indian average is 1.2 tonnes CO2, the Brazilian 2.1 tonnes CO2 and the Chinese 4.8 tonnes CO2  per person (see Timesonline article).  The article also shows UK’s carbon to be 9.3 tonnes CO2 per person, which does not match the information above, because this study does not include all greenhouse gas emissions or non household carbon.  So even if my contribution to climate change is low compared to the UK average, it is a big clumpy footprint stamping down on our planet.

It is interesting to see that my personal totals are much higher than Steenbergs as a business.  This is partly because we have ignored the embedded CO2e at work from goods and services purchased, as well as in packaging materials.  But also, we are much more profligate with energy at home than at work, plus travel is less efficient than the consolidation carried out at work.

One of the conclusions I came to when I did calculations for work back in 2007 was that personal travel is the real swinging factor.  Energy will eventually be tackled via nuclear power (whether you approve of it or not, and I don’t, but Professor James Lovelock is probably correct on this one).  More CO2e is generated by staff travelling to and from work than the business as a whole; similarly, more CO2e is probably generated by shoppers going to and from the shops than the embedded carbon in the products and/or services that they purchase in those shops. 

Basically the cost of our personal freedom through the car is hugely inefficient and as a nation we must come to terms with reconfiguring our relationship with transport if we ever want to really grapple with climate change. 

But I suspect the price of this will be too hard to bear and it just won’t be tackled by any MP or Minister in any UK Government, of whatever political persuasion.

Note i: if you did include office and factory energy, we used 2572kWh which equates to 1.36 tonnes CO2 and would add another £20.17 in offset costs.  So while I exclude this from our calculations, it is actually covered by the minimum carbon cost per reporting period that we have bought carbon offsets for.

Trying To Build A Better Spices Business

When Sophie and I set up Steenbergs, we were very clear in our own minds about what Steenbergs as a business wanted to offer as products – the widest and most exotic range of great spices, herbs, seasonings and teas from around the world that are grown under organic agriculture and ethically sourced.  But we also wanted Steenbergs to be run as a different sort of place to those that I had been asked to expect since I entered the corporate world.

We didn’t want a one dimensional pursuit of money to the exclusion of everything else  – I remember being interviewed for a job at Lazards in the City when I was maybe 25 years old and being told in that interview by an American gentleman when asked “why do you want to work in corporate finance?” that my waffly answer about “interesting, intellectual work” was wrong and that he wanted people that wanted money, were turned on by money and were motivated by greed, so luckily I did not get a job there.

Steenbergs also needs to be a fun, happy place to work where no-one blames people for mistakes and that when things go wrong we all muck in and clear up the mess, sort it out and get on with life.  Firstly, we all make mistakes and secondly, you need to make mistakes to learn.

We hope that we have created a decent place culturally to work rather than one driven by profit and fear.

Finally, we are following a middle path, one that is decent, fair and reasonable to all people within and outside the business that come into contact with Steenbergs as an entity, and that we need to carefully consider Steenbergs impact on the world, on Gaia – our planet, and try to ensure that we make as small an impact as possible on the world.

It’s a middle path that accepts we must make compromises and so will not please everyone, but we will try and improve what we do, while also striving to make a small profit.  Without being profitable, it would be impossible to earn any income and to generate cash to re-invest in our business – we do not have the private wealth or big income to have the luxury of running Steenbergs as a loss-making entity without the need to consider how to grow sales, where to scrimp and save to keep costs down nor where to make pragmatic choices that may not always be the best choice for the environment (especially in packaging).

Recently, I have come across the the concept of the triple bottom line concept (“TBL” or “3BL” or “the three pillars”) which means that a business should think about “people, planet, profit” in its business dealings, rather than just to be in it for a quick buck for ourselves.  I like it as an idea as it encapsulates more rigorously what we have been trying to do in our own haphazard style.

We see the triple bottom line model as a better way to run a business, being a virtuous circle of slow but constant improvement in our business operations and the impact we have as a business on the world environment and people within Steenbergs and those who become involved with us, such as suppliers, buyers or just interested people.

So I thought it worthwhile to be very open about some of our thoughts and start explaining ways we think about and address certain key social and ethical questions within our business.  These can now be found at the following links on the web site:

Over the next few months, I hope to address packaging as an issue area and embedded carbon costs, so I will keep you informed of when I get somewhere there, but the information available to small businesses on these things is limited and the advice on how to look into it almost no existent.

It’s slightly eery at work today.  No-one else is here as we have completed the stock-take and all the Christmas orders have been dispatched.  Also, the snowy weather and the fact that it’s Christmas Eve means that the business park is almost deserted.  Other than Wolseley Centers (which never closes), Nidd Transport and Masham Sausages who are busy trying to get their last Christmas deliveries out, I think I am the only person on this estate.

It started snowing again in the night and we have had at least 3 inches since about 4am and it’s still snowing away.  There’s a muffled, silencing quality to the snow which meant that as I drove in this morning – with the odd skid for excitement – I felt as if I was cocooned in my own little space, a warmed personal ecosystem stolidly driving through a wintry landscape.

As I drove into Ripon, I pondered on the fact that the elements have been reminding us of who is in control, really; we have had floods and now snow in the last 3 months, which is quite something for the temperate British climate.

We have done a pretty good job in getting all the many Internet orders out into the delivery networks, but unfortunately the weather has played havoc with some of the parts of the country.

Parcels to Aberdeen and Cumbria have been hit especially badly, as has Aylesbury.  Checking with Fedex today, no trucks have got through to Kendal since last week so a couple of parcels have got delayed but it looks as though the trucks have now got to Aberdeen and some of the parcels are now out for delivery.

All the other missing parcels with Fedex are out for delivery again today as quite a few have been delayed by weather problems, but then again they have been out for delivery 2 or 3 times this week already, but fingers crossed and many apologies to those few people who may not get their packages prior to Christmas due to the weather.

I will sign off now for a few days to enjoy a turkey Christmas dinner, my homemade Christmas pudding and some Christmas cheer.

UN Climate Change Conference in Copenhagen

The UN Climate Change Conference in Copenhagen is the perfect example for the phrase “a damp squib”.  Squibs are small explosives that are used for special effects and in the past for clearing away coal in the mines when they were sold as “Miners’ Safety Squibs”.  In the past, squibs were not protected from moisture and so a damp squib was just an explosion that failed to detonate.

I suppose that we all expected too much from the conference; where views that are so divergent and relative powers so different were being brought together, there was probably nothing but a slim chance of agreement.  The outcome, however, was not unexpected as in the end and in my heart-of-hearts I probably expected nothing much.  Which is what we all got.

For me there are 2 big issues that come out of the conference – one is scientific and the other is political.

The scientific issue is that I am unconvinced that the detail of climate science is there yet and I am unsure that it ever will be.  That is a big problem and will get more and more important as time goes by. 

That climate change is occurring is irrefutable and that it is man made, i.e. anthropogenic, is also clear.  It aslo seems clear that we are heading for a general 4-5oC rise rather than 1.5-2oC rise that the politicians seem to be kidding themselves will happen, and that hotter world looks a pretty scary place (Source: “A World 4oC Warmer”, Santa Barley, New Scientist, 3 October 2009, p 14-15).

However, the temperatures are general, global and vague and I think that this is going to be an Achilles heel for climate change protesters and scientists going forward.  In the end, I, people and Governments need to know with some accuracy what is going to happen where and when?  And I think until this is fleshed out more, people and Governments have wriggle room. 

For example, I have been trying for ages to find on the Internet a report or simulation that shows the impact of differing levels of sea rise on areas of the world (I once saw one at The Deep in Hull which was very impressive), i.e. I know that low lying areas like the Netherlands, London, Tuvalu and Hull will become effected straight away, but what does a 10 metre rise do and what is the percentage likelihood of that?  I know that the Arctic sea ice melt is irrelevant to sea level changes but how much land ice is melting from Greenland, the Antarctic and Canada, for example, per annum and what impact is that having?

And even more precisely, what will the temperature rise be in the UK when the global temperature rises by 2oC?

Or will it actually result in the temperature falling in UK as temperatures rise globally?  My query here is based on the fact that our temperature should really be the same as Moscow, but because of the Gulf Stream we are kept artifically warm.  But if the ice sheet on Greenland and Canada flows into the Atlantic Ocean, it could change the surface density of the ocean and switch off the great ocean conveyor belt and so plunge the UK (and the world) into a cold patch that could compensate for the general rise in global temperatures.  This sudden freezing could be more devastating in the short term than a general rise in temperatures. 

So more detail is needed on anticipated changes and they will need to be accurate as each error will serve to undermine the generally correct concept of climate change.

The second is the concept of sovereignty.  In George Orwell’s Animal Farm, there is the iconic quote:

“ALL ANIMALS ARE EQUAL
BUT SOME ANIMALS ARE MORE
EQUAL THAN OTHERS”

It has been used ever since as a ironic dig at socialism and communism.  However, the concept of equality, democracy and sovereignty is something that worries me; it is something that I cannot really get to grips with as to whether the way the world is run is right or wrong?  It worries me that the UK is more and more being run by the EU and that the EU and the UK Governments are largely run by oligarchs over whom there is very little control.  The expenses scandal and the next election may change the faces and the bums on the seats, but they will still come from the same political parties and the state apparatus will be largely unchanged and most of the regulations and legislation will stay in place.

The same goes for soverign states.  Does the USA have any more legitimacy than the small island states, such as Kiribati and Tuvalu, or mini states like San Marino and Lesotho?  If we are all equal then surely each country should have an equal voice, but (back to Orwell) that’s clearly not the case.  In other words, the world will be driven by the larger states as they have greater power in terms of cash, military might and global influence.

And how about the minority peoples who live in the areas perhaps most directly impacted by the melting of sea ice and land ice, the indigenous peoples of the Artic and elsewhere?  Where were their voices?  Was it but a squeak in the dark, which does not even seem to have been recorded, or maybe it never happened?  Surely the Inuits, the peoples of Chukotko-Kamchatkan family, the Altaic peoples, the Uralic peoples and the Na-dene of the Artic region should be allowed to express their points of view as to climate improvement.  They had their own conference in Alaska in early 2009

Which brings me back to the UK.  The parties who cobbled together the weak “Copenhagen Accord” were the USA, China, India, Brazil and South Africa.  That’s the political and military powerhouses within each continent who were clearly being tasked with strong-arming agreement from sovereign states within their areas of influence.  This is vote rigging and gerrymandering on a global scale. 

Where was Britain? Where was the EU? Clearly they are not regarded as drivers of the world going forward.  Gordon Brown can hardly believe is own rhetoric in saying “A breakthrough never seen on this scale before” – I must have missed something, somewhere, unless he was talking about the coup d’etat of the UN by powers other than the UK.

It is important that Britain and the EC who are supposed to be the cradles of modern liberty ensure that any construct arising from the Copenhagen Conference does not deny the sovereign status of all nations and that it cannot be seen as modern, legalised form of global colonialism that binds everyone to the global vision of a few, hugely powerful superstates. 

Small sovereign states are still sovereign states in the same way that every citizen in the UK is equal when it comes to the ballot box. 

And I am not sure my, my family’s or anyone else’s future in relation to climate change is a bargaining chip to be negotiated by a few heads of state.

Water, Water Everywhere And Not A Drop To Drink

As world leaders take themselves very seriously and think themselves very powerful as they negotiate their climate change treaties in Copenhagen, while they drive their big limos and they fly in from around the globe, I have been thinking about water.

We have had an excess of rain here up in Northern England and there is no problem with our amounts of water.  As the planet warms, we may even get more and some of the lowland areas could flood.

But then I read today that the United Nations Development Programme says that 1.1 billion people (15% of global population) worldwide do not have access to clean drinking water and 2.6 billion people (38% of world) do not have access to sanitation.

Of this 1.1 billion people, most of them use only about 5 litres of water a day, that’s water not clean, potable water.  That’s 10% of the water that we use in the developed world.  The EU averages about 200 litres a day, the US about 400 litres and I calculated that I average about 140 litres a day, but like many personal estimates I probably undercooked it.

To bring it even closer to home, our toilets have been converted with a water-saving hippo, so each flush is approximately 5 litres, so each time we flush the toilet at home, we flush away more water than 1.1 billion people get a day.  And the water we use to flush the toilet is potable.  As the Duke of Edinburgh so succinctly put it once “The biggest waste of water in the country is when you spend half a pint and flush two gallons.”

So when the great big soundbites come out about how many billions of dollars have been committed to tackle climate change and what “tough” targets we have all been set on carbon emissions, let’s think about some of the nitty-gritty issues for about one quarter of the global population:

  1. Access to water, then providing potable water
  2. Access to sanitation, such as pit latrines rather than flush toilets

And perhaps the Governments should commit some of our hard earned and taxed money to these little issues.  But perhaps there are no headlines or votes to be won from talking about water and toilets.

Antony Gormley And 2 Modern Icons (Or Maybe It’s 4)

I have just been for a short family visit to Corbridge which is from where I hail.  I am born and bred in Northumberland and have Northumberland, the Tyne and the North coursing through my veins and deeply embedded in my psyche.  I love the North and North Yorkshire is about as far South as I will ever go again – I did London for 5 or so years, but it was not for me.

And as we go North, the gateway to Tyneside and Northumberland is heralded by the brooding figure of the monumental Angel of the North that has protected the region from harm since 1998, but sadly not helped its football teams.  It fascinates me how it is that two works by Antony Gormley, a Londoner by birth and working, have become for me some of the best works of sculptural art in recent years – The Angel of the North (1998) and a temporary series of ice sculptures, Three Made Places (2005).  For more on Antony Gormley, go to http://www.antonygormley.com/home.html

The Angel of the North is a massive, hulking structure of rusted steel that dominates the skyline as you are coming from the South on the A1(M), as you start going down into Team Valley, or (if you’re heading the other way) it seems to loom in the distance.  The Angel is a big, muscle-bound presence with his wings stretched outwards like 2 aeroplane wings that are vertical rather than horizontal, which has always struck me a bit odd, a tad rigid and clumsy – this does not feel like an angel that will glide down the hill.

For me, it is almost a metaphor for the North East as it looks Northwards towards the Tyne Valley.  This was once a region redolent with smells and sounds of heavy industry, but gone is the coal, the steel and the shipyards.  It stands near the site of the Team Valley and its ribbed body reminds me of the rigid structure of a ship’s hull.   It would no longer be odd to carry coals to Newcastle because this centre of coal mining for 500 hundred or more years is no longer a centre for this carbon energy source.  And the steel was forged in Hartlepool Steel Fabrications and not in a shipyard or metal basher on the Tyne (when Richard Steenberg fled from the Germans when they they invaded Danish Jutland in 1851 he settled first in Hartlepool). 

Is the Angel symbolic of the North’s decline or is it by turning its back on the South trying to say to us to dream and to fly to our dreams?

Three Made Spaces were carved out of the thick white ice on the Island of Svalbard in the Arctic Sea whilst on the 2005 Cape Farewell Voyage.  Cape Farewell (see www..capefarewell.com/) is an amazing concept run by David Buckland, a photographic artist, who brings together artists of all genres with scientists on trips to parts of the world impacted by climate change; most of the journeys have been to the Artic.

Three Made Spaces was created with Peter Clegg, an architect from London, who came up with the idea that we need to visualise a kilogram of carbon dioxide as humans are visual creatures and being told you emit xkg CO2 a year is not very easy to relate to.  He worked out that the space enclosed by 1kg CO2 is which is 0.54 square metres or roughly the size of a coffin or the space around a human being.

Three Made Places, therefore seeks to express man’s CO2 emisssions in sculptural form; it comprises Shelter, Standing Room and Block.  You can read more about their thoughts on the work at http://www.capefarewell.com/expeditions/2005/blog/day-9.html

However, for me the simple work, Standing Room, is the most interesting – it is an upright block of ice, carved to the shape roughly of 1kg CO2.  It is a very clean, simple and crisp icon for climate change; it gives you the size and shape of the problem that we are creating for the planet, which also happens to be roughly the size of a human.  The sculpture is like carbon emissions man-made, and because it is in the Northern Polar region, it reminds us that the whole world is being impacted by our actions not just our own local regions or even just the extremes of the planet. 

Finally, there is an irony in that like the ice in general it is an impermanent work of art – it will be destroyed by the elements, whether more snow, wind, sun or global warming and so like the ice and other environments it will change with the elements thrown at it by the planet’s weather systems. 

We need to adapt to the changes and mediate our actions to reduce the potential scale of the changes, but are we even aware of the immediacy and closeness of the problem?

Keep Governments Out Of Saving The World

One of the areas of society that is exercising my thoughts at present is how societies organise themselves, are governed and whether we (as citizens) are actually free … or just whether we are being told that we are free, but in reality are all just tax and regulation slaves beholden to some amorphous and distant SuperState.  And one of those areas of concern relates more specifically to how society addresses environmental problems, such as climate change.

Will there be a tragic destruction of the commons?

Elinor Ostrom is a relatively controversial winner of this year’s Nobel Prize for Economics.  She is not an economist, but a political scientist with a current interest in social-ecological systems, which is the cause of the ruffled feathers amongst pure economists.  The Nobel Foundation cites that her award (she actually won ½ the prize with the other ½ going to Oliver Williamson) is in recognition of “her analysis of economic governance especially the commons”.

However, the concept of social-ecological systems and how to manage the commons is fundamental to all our environmental concerns, and since the potential destruction of the environment is regarded as one of the most pressing medium-term issues for the global economy, we can surely regard her work as impacting on the global economic system.  Or as Stern wrote in his seminal report on the economics of climate change: ”Climate change presents a unique challenge for economics: it is the greatest and widest-ranging market failure ever seen.” (Source: Stern review on Economics of Climate Change, HM Treasury, October 2006).

What is Ostrom interested in?

Firstly, let me explain what is meant by the commons.  It is the natural resources of the earth, ranging from the fisheries, lakes and forests and the soil through to the air quality and temperature and the planet’s biodiversity in animal, plant and microbial life.  Pretty serious stuff.  These are being impacted by everything from massive climate change and local pollution to overpopulation, the advancement of cities and urban developments.

The basic theoretical concept is called the tragedy of the commons.  In 1968, Garrett Hardin coined the phrase “the tragedy of the commons”.  In this case, the tragedy is that people, businesses or countries will continue using a bit more of the the earth’s free natural resources, the commons, while there is still some economic benefit left within Mother Earth until those resources are finally wiped out.  Then everyone suffers.

So for example, in an arid climate, herders will graze their livestock on all available vegetation until finally all the vegetation is destroyed and this method of farming collapses, ie there is no capacity within humans to mediate their actions to maintain the vegetation so that they can continue with their particular agrarian lifestyle.

Or forest communities in the equatorial rainforests have a reputation that suggests they will trash their forests, slashing them down for timber or burning them to clear land for small-scale agriculture.  But is this really so?

Even worse than this, there will be a short-term tragi-comedy where businesses and Governments see significant short-term benefits deriving from global warming as the Arctic becomes ice-free during the summer months within the next 20 years, and largely ice-free within 10 years.  This will open up shipping lanes across the North Pole and will expose land in Greenland, Northern Russia and Canada that can be exploited for mineral, oil and gas resources.  So businesses like Angus & Ross, a British minerals exploration company, which owns large tracts of land in Greenland has seen what were large areas of valueless ice are now fast becoming regions of prospectable mineral wealth as the ice retreats.

How do you protect the commons then?

The mainstream argument goes on that it is best for Governments to intervene, taking ownership and control of the land and so protecting it.  In fact, the United Nations intends to pay Governments to protect their forests ascribing a price per hectare in a way that the European Community offers farmers a subsidy for unused agricultural land under the set-aside scheme.

The climate change meeting in Copenhagen this December 2009 is expected to formalise this method by agreeing a formula for a scheme called Reduced Emissions from Deforestation and Forest Degradation (or REDD). 

But Ostrom’s work contradicts this State driven paradigm.  Elinor Ostrom addresses social-ecological systems at the ground level and how natural resources can be best managed without Government input and without the free market.  She highlights that while the free market might work in many circumstances the non-market part of society is also vitally important. 

She poses questions like the following: “”Why do some locally managed forests thrive better than government protected forests?…what factors affect the likelihood that farmers will effectively manage irrigation systems?…When will the users of a resource invest time and energy to avert “a tragedy of the commons”?” (Source: Ostrom, Science, Vol 325, p420, 24 July 2009, edited by Axel Steenberg and annotated with my emboldening for emphasis).

She suggests that communities will, in certain circumstances, self-organise to protect and manage their resources rather than let them be razed to nothing.

This propensity to self-organise depends on a large number of factors, including the size of the territory (a large resource is hard to manage while a small resource has no value), the predictability of the system (a forest is fairly easy to monitor whereas fisheries are chaotic), the mobility of the resource (trees stay still whereas herds of caribou move around), the number of users (large groups are harder to manage than smaller groups), leadership (respect for the leadership or elders), norms/social capital (where all users have the same moral-ethical code they are more likely to pull together), knowledge of the social-ecological system (you need to understand the resource to be able to manage it), importance of the resource to the users (fisheries off Mauritania are important to the Mauritanians rather than the British, even if the British and the rest of the EC are overfishing the North-West African Shelf, hence this disconnect between the beneficiaries of the overfishing and the actual resource has been and continues to be fatal to fish stocks in this highly productive area for marine biomass) and collective-choice rules (if locals have control over their destiny without interference they are more willing and able to defend their resources).

To quote again from Ostrom: “Larger-scale governance systems may either facilitate or destroy governance systems at a local SES level.  The colonial powers in Africa, Asia, and Latin America, for example, did not recognize local resource institutions that had been developed over centuries and imposed their own rules, which frequently led to overuse if not destruction” (Source: Ostrom, Science, Vol 325, p421, 24 July 2009) and (my words) a 100 or so years later local conflicts have arisen across ethnic groups where the colonial powers rode roughshod over traditional structures as they carved up Africa in the late 1800s and early 1900s.

She shows that if the State gets out of the way, local communities will respond by forming their own local, specific systems to manage scarce natural resources to prevent resource collapse, using their own rules (for which they have local buy in as they are home grown rules) and that this local social-ecological system is an adaptable framework that can apply in numerous different circumstances.

In other words, we (as in the human race) do not have an uncontrollable desire to self-destruct if we are left to our own devices and allowed to develop our own social-political systems on a local scale. 

So when we go back to the concept of REDD as introduced above, we find that perhaps the State is not the solution but perhaps the issue. 

Ashwini Chhatre and Arun Agarwal of the University of Michigan have compared data on carbon sequestration with types of forest ownership and have found that tropical forest under local management stored more carbon than those managed by Governments. 

One reason, per Ostrom, is that locals tend to be better at looking after forests if they own them as they then have an interest in ensuring the long term survival of the natural resource, as it is their livelihood.  Conversely, Governments (however good their intentions) will usually issue licences for destructive logging or free-for-all land grabs that strip forests bare.  The authors also suggest that locals may be better at managing common pastures, coastal fisheries and water supplies.  (Fred Pearce “Let the people look after their forests”, New Scientist p 12, 10 October 2009).

And then with all the best will in the world, you will get local political disasters that will create chaos with globally orchestrated plans, for example:

  1. The Burmese military government does not care about global political views so will continue to strip their tropical hardwood forests for their own gain whatever the developed world tries to tell them and it is estimated that two-thirds of timber revenues in Burma are from illegal trade and most of that simply crosses the border into China’s Yunnan Province and then elsewhere into China; or
  2. In Madagascar where there is currently no effective Government since the President was ousted in a political coup in March 2009 – so now the national parks are being logged at a rapid pace with 750 tonnes of rosewood “legally exported” this year to China while bushmeat hunters are exporting 100s (if not 1000s) of endangered lemurs to sell onto exotic meat restaurants (Catherine Brahic, “It’s open season on Madagacar’s biodiversity”, New Scientist p 12, 17 October 2009).

My current conclusion

What the work of Ostrom, and others, says to me about how to manage our global environment is that: (a) solutions by Governments or States are doomed to failure, as they will be destroyed inter alia by corruption and lack of local buy-in into their imposed schemes (however good and sensible and well meaning on paper); and (b) big global schemes will never work because they will never be specific enough to local factors and will be incapable of flexibility or have any in-built local intelligence, so will fail to marry up with the social, ecological and political requirements actually needed on the ground. 

In the end, global climate change will only ever be addressed by a concerted effort by people – that’s individuals, households and local communities – to work on their own towards a better planet, taking into account their own local, special circumstances.  It will mean forsaking the help of the State, and often working towards a distant, barely visible target, without any apparent success and even some possible failures. 

It really needs a wholesale lifestyle change, a change in our individual philosophies and how we interact with the world.  We need to look at the world holistically and sustainably – respect nature, don’t waste anything, work for a greater good and live together respecting people’s opinions and differences.

It, also, tells me that many of the modern political superstructures that have been built across nations, and even perhaps current social-political systems within countries, need to be re-appraised and new ways of organising societies need to evolve if humanity is successfully to sort out global environmental issues like climate change, overpopulation etc…but that’s for another day.
